1 > Open the chosen image file.
in my case i use my mama dionisia ^_^

2 > Duplicate the image

3 > Blend Mode 'Background copy' to Overlay
4 > for 'Background copy 2' go to Filter > Blur > Gaussian Blur ] Set radius to 3 or Experiment.
